The cheapest you can get, since your system does not meet minimum requirements for editing anyway. Better get a decent system first and then worry about the least significant part for editing. In terms of priority, get a good:

HDV is OK with your system, AVCHD and 2K, very, very doubtful if not impossible.
For a video card the best bang-for-the-buck for a top performing system currently is the ATI HD 5850/5870, but it would be overkill with your current system specs. You would likely not notice any difference with an ATI HD 4830 card, which is a lot cheaper.
Your first step should be to add at least two additional 7200 SATA disks to your system. That will give a much bigger boost in performance than a video card.

Yes, but I think you have your priorities wrong. First improve your disk setup, then the video.
I have to agree with Harm. Get whatever card you prefer that costs $50 or less. The graphics card will make very little difference in the editing performance. Spend the money you were going to spend on that new GPU towards a new CPU instead, preferably an i7.
I repeat, as Harm has said get yourself some disk drives. It wil help smooooth things out. Also get rid of XP 64 it is not supported by Adobe for Premiere.
