That is the same behaviour for me. From the welcome screen, it does not matter what I chose. I have to do it all over again once inside.
It should not behave that way. I'd trying uninstalling and reinstalling the app.
I had the same propblem initially. All I could get was the splash screen. So, I tried a reinstall (10 times or so) then it wouldn't install at all. Must be connected somehow.

Follow his instructions forr removing all traces of PSE eventhough it is PE you are dealing with. It owrked for me when it would not install. There are several articles he links to and they are full of good info.
You may also try running the exe directly from the install folder and see if that works. After Pre launches select File > Open and try opening your saved project.
Also, you might want to delete the HKEY_CURRENT_USER\Software\Adobe\Premiere Elements\8.0\PluginCache and try launching PRE again. But if you are someone who is not very comfortable with editing registry settings then avoid doing this.

Looks like the application (Adobe Premiere Elements.exe) is running in the background and you are using the WELCOME SCREEN (Adobe Premiere Elements8.0.exe) for performing your NEW/OPEN project
You may just kill the "Adobe Premiere Elements.exe" instead of rebooting the system.
Do you by any chance have NVIDIA card sitting in your system ?
I notice, the Adobe Premiere Elements.exe is running in the backround. If i kill it, PRE works fine. So, in the future i'll start PRE with the right exe file.
And yes i always use the NVIDIA card!
Even if you run with the correct EXE, the application seems to keep running (even after shutting down) inthe background in case of the NVIDIA card.
You would encounter this problem if your NVIDIA drivers are latest ones. You can try reverting back to the original drivers that came along with the Card. Or try these workaround mentioned in this thread.
