this is most likely a NAT issue. if both clients are connecting to Stratus, that suggests that UDP is not being blocked by a firewall. there are certain combinations of NATs that preclude P2P communication. if one peer is behind a Symmetric NAT, then if the other is behind either a Symmetric or Port-Restricted Cone NAT, they will not be able to communicate.

Thanks for the help i will look into this issue.
Turns out my problem was a firewall issue, my company has a custom firewall and we were unable to connect to outside users. I then tested the application between two users over the internet on a normal connection with Linksys routers and the problem was solved.
