I am experiencing a similar problem, but with only one machine (Windows XP SP2). Other machines seem to be unaffected including other Windows XP SP2 machines.

@huyfamily: This generally occurs because the AIR file is damaged. Does it occur for all applications, or just one? Also, a log (as alevicki captured) will give you more detailed information regarding the failure.
@alevicki: The log file indicates that the AIR file you tried to open is either (a) not an AIR file or (b) truncated, i.e., part of the file was lost. You might try re-downloading the file, checking its size, or acquiring a copy in some other way.
Thanks to Oliver and alevicki, I have followed your instruction but nothing has been logged in to the log file. My application is very simple "HelloWorld"( http://www.mediafire.com/?gknxyux2kl0).
I could installed eBay Desktop on my computer and other computer without any problem.
@huyfamily: How did you create the .air file for your application?
Thanks, I used Adobe Flex 3 SDK Command line(adt.exe command). I could run and compiled that code. I'm new with Adobe AIR.
I can't download anything from the link you posted; apparently a login is required to access that file.
I strongly suspect something is going wrong while creating the .air file. Perhaps you could post the command line you're using to create the file.

OK, got the download. I'll take a look next week.
I believe the issue here may be the certificate generated by adt. Please try generating a new certificate with different options (i.e., change the key size or specify additional parameters) and using that to sign the package.
