On the timeline, select the frames you want to move, as well as all frames that follow them.
For example, on layer 1 if you wanted to move frame 5 of a 10 frame clip, you would select frames 5-10 to get the all the frames after 5 to move with it.
You can click the top left frame, then hold shift and click the lower right frame to select a group of frames.
Once selected, they should have a nice bue box around them, just click and drag to the new spot.

This works to a certain extent - however layers inbetween the top and the bottom layers, which have no content at the point I am selecting, are then also extended to the point I move to.
Is there any way to deselect the layers I don't want? I did lock them but that doesn't seem to make a difference.
Think of it the same way you select files in a file browser-- select one block, then the next-- and move.
Or drag the layers you don't want moved to the bottom temporarily.
