Checking if a form has been signed at server level

Most of the forms are being submitted via email. I have an email endpoint setup to receive all submissions and I want to know a way to check if the form has been signed ?

I don't have the Digital Signatures License .... Can I perform this check without it ?

Any bright ideas ?

A person can open the form in Acrobat

We don't want human intervention when the form has been submitted. Is there a way to check the signature status without opening the form ?

You need to purchase a license to use the  Digital Signature service Java APIs.
