Why does WMV file lose quality on export as WMV?

I have imported a WMV file into Premiere Pro CS4 and, without editing it, selected Export Media to output it as a WMV 9 file. Though the file is two-and-a-half times bigger, it's fuzzy to look at in comparison with the sharp original. (No audio is involved, just straight video.)

The input format is 800x600 and that's what I selected for output. It doesn't matter if I choose NTSC or PAL, the result is the same.

Any idea why this is so?
