Use a matte for overlay, with a mosaic effect on it. Copy the clip to the next higher track, apply a matte to limit the area you want to hide, apply a mosaic effect to that track and done.
PrPro is just fine for this.
Easiest, just get a graphic of a "smiley face," and size it to suit. Place it on Video Track 2 above your source footage, and use Effect>Motion>Position (can also resize with Effect>Motion>Scale). You can use a Transition to "bring it in," and can Keyframe the Motion>Position to follow the subject, sans trousers.
Next, one can do a quick Track Matter Keying Effect and Blur, Pixelate, etc. the footage. This TUTORIAL will give you the basics.
A newer TUTORIAL will be useful, as well, just think MORE Blur!
