Native Flex dont connect with your database. You need a back-end (Java, PHP, Coldfusion, .NET, ...) to connect on database and send the information what you need to flex and generated your chart.
This information can be send in: XML or serialized objects
In AIR, you can connect with SQLite and exists a library in ActionScript (http://code.google.com/p/assql/) and using this library you can connect in MySQL.

BlazeDS is a Adobe opensource project to serialize the objects with Flex to Java and Java to Flex.
