In order to have a Flash exe communicate with anything on the user's computer you'll have to use a third party add on. Zinc is one of those. I have no idea if Zinc can communicate with other applications.
Flash is particularly poorly designed for this sort of use. Director, on the other hand, is particularly well designed to do this sort of thing.
You could open one or the other movie, the one with the 22 topics, or the wizard, as you main movie and then open the second as a MIAW. You could place one or more Flash movies in either of these Director movies if you like. Once built, Director movies can communicate with each other easily. You can call functions in Director through Flash using the getURL() method.

you could also try using AIR..it kind of seems like blasphemy mentioning that name on these boards ;) the AIR runtime will add local functionality, as long as you're using AS3.
