Turns out that I misinterpreted the settings of "Gridline every:" and "Subdivisions" under Preferences -> Guides & Grid. I had "Gridline every:" set to 1/8", when I really wanted them every 1 inch. I incorrectly assumed that Gridlines meant all gridlines, including the subdivisions. Since I had "Subdivisions" set to 8, the net result was 64 snaps per inch, which caused them to not be evident when the whole page was visible. I finally witnessed the snapping occurring when I zoomed way in, which revealed my minuscule snapping increments.
