HTML component is indeed only AIR.
You can use htmlText property of many components, though it does not support as many HTML tags as AIR HTML component.
Then there is always navigateToUrl():

Change _blank to _self if you want to have the page displayed in the browser window currently displaying the Flex app. You can also do with iframe name.

Thanks for the info.
What I really want to do, is have a component within the Flex which renders the HTML of a URL. I.e the page has a lists of links, when theu ser clcks on one of those links the website is rendered within a compnent on the page (and does not replace the entire page.
