This appears to be a display issue as you are not just missing the PC/Folders button but also Webcam/WDM that is normally displayed under the Digital Still Camera icon. The scroll window shows that you are not fully scrolled down to the bottom of the pane - scroll down and see if the two buttons become visible. If that fails try maximising PRE and if needed increase the vertical height of the tasks pane.

You were right about the Digital Still Camera icon! It's missing also. I haven't noticed it, because i don't need it at the moment.
Unfortunately, scrolling down further doesn't reveal anything the screenshot doesn't show.
Also, it may be difficult to notice in the screenshot, but my PrE _is_ maximized. What's strange is - after i launch PrE, the two buttons are there! They miraculously disappear after a few minutes (possibly the trigger is me switching away from the Organizer->Get Media tab, but i'm not sure about this).

For what it's worth, you can also get those Get Media options by right-clicking in a blank spot after your list of clips in your Project media panel.
And you can simply drag your clips from a Windows Explorer window directly into your Project media panel!
