johnrellis Dec 3, 2009 9:43 AM (in response to Buzz81)You need to keep holding down the keys until you're asked to delete the preferences:

You don't say which version of PSE, but for PSE 7 on Vista see this tech note:

3. Re: Cannot delete my preferences file
Buzz81 Dec 3, 2009 10:09 AM (in response to Barbara B.)I apologize - I posted to the wrong list. It's Photoshop that I'm having the problem with, not Elements. In PS, I have
been holding down the key. I'll look at the reference. Thanks.

4. Re: Cannot delete my preferences file
Terri_F Dec 3, 2009 12:26 PM (in response to Buzz81)You reset them in Photoshop exactly the same as in Elements...shortcut or manual.
Rename the Adobe Photoshop CS3 Prefs.psp file (for example, to Adobe Photoshop CS3 Prefs.old) in the \Users\[your user name]\AppData\Roaming\Adobe Photoshop CS3\Adobe Photoshop CS3 Settings folder.
Note: You'll have to "show hidden files and folders" as there are hidden folders in this path.
Just in case...
