Presuming you wish to create a circle with the same size and position as the image circle, the simplest way may be to create a circle of approximate size, move it to be (approximately) concentric with the image circle, and then adjust size/position in steps.
If the circle is centred in the image, you may get the centre position from that. You may also Live Trace the image circle and use the (approximate) size and position (to start with).

If it works like Auto Trace (I am still with 10):
1) Select the image,
2) Select the Live Trace Tool from wherever it is in the Toolbox (in 10 it is with the Blend Tool, ClickHold to pick it in the flyout),
3) Click somewhere on the white curve, and again in another spot if the first click does not give the fulle path.
You may need some cleanup/adjustment afterwards.
Generally, using the Pen Tool to redraw is better. I have never actually used Auto Trace for anything, except for trying it out when questions have arisen in the forum.

You might have to turn the volume up on this but what I essentially did was to first bring it into Photoshop and resampled the jpeg to a 300 ppi resolution
which you might not have to do. Then I use the Curves to give it more contrast especially in the white area.
Now I placed it in AI as linked image and gave it a live trace with the options as a black and white art and checked ignore white.
Than I expanded the live trace and deleted the outer shape to show you you know have a vector representation of the original.
Might need a small amount of tweaking. you can change the fill color and add strokes at this point.

I have update the link it might be a little large as a video but the audio is better and i think you can follow it.
I want you to know that the option to ignore white will make the line transparent and so the shape within it will be a filed path.

I had just taken the movie down since it had been u for a week.
I figure it this way since on the current server I do not have the resources that a week is more than sufficient time for someone to access the movie if they really ned to know and after that I need the resource after all we are all just volunteering and doing our best.
In the future when I have time I will look at my web server and upload to the web server. That way I will have more room and can keep anything that might be useful in the future but at the moment I cannot do this as I have a lot of work to do as well.
