open pdf in browser, regardless of user settings

I am unsure if this is a windows issue or a scripting issue, so I have posted in both forums.  Please feel free to delete one if necessary.

Is there a javascript, that can be attached to a pdf, to open the file within the browser, regardless of the users' settings?  We have been working with frames, targets, and hardcoded pages, but this seems to only work if the users settings are set to open in a browser.

We would like to have all internal pdf documents that we create, open within a browser window without the ability for the user to save a copy of the file of copy its contents to another document.
