You can't import a project -- with all its edits intact -- into another project. However, you can import a finished project into another project.
Go to Share/Personal Computer/AVI. The AVI you output from the current project can be imported into any other project as a rendered clip.

As Steve points out, this is the domain of PrPro (now - was Premiere earlier). One can then Import Projects into Projects, but PrE has never had that capability.
Now, one could Export/Share a Project as, say a DV-AVI Type II, and then Import that into a new Project in PrE.
The ways that SG and Hunt just described are the conventional ways and get the job done. There is much merit to it being a method of choice.
However, there is a way to copy and paste a Timeline from one Premiere Elements project.prel to another, using the software called Clipmate.
You may want to check it out.
There have been some issues reported for Clipmate's use for this purpose, namely, problems in the copying of the transitions and audio in the process. But I have use this successfully and described that experience.
