    Scroll Bars on Application, not on child box as expected

      I need a sanity check here!  For whatever reason I cannot figure out why this is not working they way I
      think it should.  The following basic application is meant to split the screen in two parts - a left part 
      as a menu, and the right part to have content.   I've filled the right part with labels to create scroll bars - however
      I would expect them to appear on the 'content' box - but instead it shows up on the application.  I've tried
      a bunch of stuff (i.e. turning off scroll bars on the application, playing with heights/widths, percentages/explict #'s)
      but I can't get it to work how I think it should.
      
      My guess is this is something easy and simple I'm just overlooking - any help would be appreciated!
