Did you go to your printer manufacturer's website and download the latest driver for your printer? If not, do so. See if this fixes the issue. If so, stop reading.
Have you tried making a generic printer the default? When you go to print, your printer should show up as an choice in the pull down menu after you hit Print.

To re-create the Photoshop Elements Organizer preferences file:
Close the Photoshop Elements Organizer.
Rename the psa.prf file (for example, to psa.old) in C:Users[your user
name]AppDataRoamingAdobePhotoshop Elements.0Organizer.
Open the Photoshop Elements Organizer. The Organizer creates a new
preferences file.
If the problem continues, then a damaged preferences file is not the
cause of the problem. To restore custom settings, delete the new psa.prf
file and restore the original name (psa.prf) of the file that you
renamed
We did this and it did not work so we had to delete the printer and yes we
went to Lexmarks web site
and down load the newest driver, thinking that would fix the problem

Photoshop. My old one was a Lexmark 2480
and I gave it to my son in college, he does not use photoshop.
