The first thing to do is examine the Single Source Layout settings to determine exactly where the compiled output should be ending up.
Click View > Pods > Single Source Layouts
Right-click the Microsoft HTML Help Layout (or whatever it's been named) and choose Properties.
This should open a dialog where you may note the path and file name. Compare what you see here to ensure you are looking in the correct location for the newly compiled .CHM.

Thank you for your kindly reply.
But i checked what you told me, still the same.
The 'Created' time of the chm file shows the current date, but the 'Modified' date shows 2007 sth, the old time. which seems none of my modifications take effect for the HTML help.
The difference between this project and other projects that i can successfully modify is that this project has merged projects. Does this information help?

Thank you all for your kindly replies.
I changed the name of the output .chm file, it works. Perfect!
Curious about it though, why is that?
