It sounds like it isn't a fillable form.
Choose the hand tool then mouse over the field, if it turns to an ibeam then it's fillable. If not then, it's not.
Plus, if it was fillable, you would get a notice at the top of the page stating that (unless you have turned of that notice in preferences).
Properties > Security for this file says that filling form fields is alloweded. I have not changed anything in preferences. What does the notice at the top of the page lool like? In the past with an older version of the reader I was able to type in form fields that were fillable.
Security settings just tell you that if it were fillable, you'd be allowed to fill it.
The other PDF's may have been fillable. Again, if the hand tool doesn't turn into an ibeam over the fields, it doesn't have fillable fields.
I though It was fillable because the sender of the PDF contacted me to find out why I had not fill out the form and returned it. This is a standard form he sends to many, many people across the country. I told him about my problem with the reader. He indicated that it was my problem. He is going to sent me the form in a different format.
