If you don't want to distord the picture use crop in the output settings of AME, else modify the output resolution by selecting a custom format in AME with the proper codec.

I think .wmv will let you distort like that.
Not sure without starting up premiere and im going to bed.
dont remember if i read somewhere that quicktime would not let you change the output like what you want.

Here is one way in CS4
Create a new sequence with the correct size 720x200
then place your footage into that timeline and select your footage and in the effects control panal make sure " uniform scale " is unchecked and then change the scale height to about 42 or whatever you want.
If you have CS3 then you have to start your project with your 700x200 to start with.
Is this what you want ? It does scrunch it
