I recommend keeping the old versions around as long as you have the disk space, to ensure you're completely satisfied with the transition.
When you install PSE 8, it should ask to convert your PSE 4 catalog to PSE 8 format (leaving the original PSE 4 catalog untouched). If it doesn't ask, see this tech note for how to manually convert the catalog:

PSE 8 will not change the dates of photos that you have changed. It may change the dates of video clips unless you make sure the Auto-Analyzer (a new feature) is disabled, which I highly recommend:
