I do know that adobe posts information about hardware support, but the information is woefully out of date.
This page only lists ATI 19XX cards:
There have been 4 generations of vid cards since then.
This page says there is GPU support in a variety of CS4 apps:
But it only lists ATI cards thru radeon 3xxx series.
Since your building a new machine you should look at the Nvidia CUDA cards.
If you havent read Dennis's blog on the new Mercury Playback Engine and seen Dave video you should look at it.
I know for me this info has changed my mind on getting an ATI card, and now im going to get a CUDA card that works with the new MPE.

Information about CUDA support is still very vague, but at one moment Dennis Radeke alluded to the nVidia GTX-285 being the entry level card for CUDA in CS5. If that is the case (and we just don't KNOW at this moment) then your budget is not enough. In your budget range an ATI 5xxx card would be an excellent choice. They are compatible, fast and cool.
