I don't think you can determine when "most" of the layer has been removed. There may be a way using bitmaps and grids to do bitmap level testing, but that is very complex.
So how will you know when "most" of it has been scratched off? Not with regards to Actionscript or any code. Just how would you describe to a very dumb person how they would know what most is?
I went to that sample and I can't really tell what kind of a test they are using. There are times when I would say that I can't read everything but suddenly it thinks I'm done and just removes the rest of the scratchings. Other times I thought I was done, but it didn't think I was.
If I had to do this I would probably start with grantSkinner's collision detection class and use it to see if my scratched off bitmap is colliding with each of the targets underneath.
