It's a difference in implementation. PS always assumes vector paths to be Bezier, AI correctly retains the linear properties. Which is better is very much a matter of taste, but in the strict mathematical sense I'd say PS is doing it wrong.

Actually in Illustrator it has another tool that can aid you to do things like this.
This wadding an anchor in Illustrator but not with the pen tool but with the reshape tool which is under the scale tool. No keyboard shortcut for it.
So in Illustrator you can do it either way.

Yes it is an underutilized tool but very handy and use to be more popular.
