It's pretty simple, although you'll probably end up experimenting some.
- Type out the text you want.
- Draw a circle.
- Select the text and the circle.
- From the menu, select Text > Attach to Path.
After you try it the first time, you may need to tweak your text size or alignment or the size of your circle.
You can attach text to any path, even freehand paths. One thing you can do is draw a circle, cut it horizontally, and attach text to the top and bottom halves separately.

I think the text starts at the left-hand control point on the circle. Since your attaching path is a circle, it might be easier to just attach the path and rotate the whole thing. For precision, go to Modify > Transform > Numeric Transform on the menu, select Rotate in the drop down box, and set your angle.
