This has been reported occasionally by others but the menu item normally is activated if you leave RoboHelp open for a minute or two. If it doesn't, was RH installed as part of the Technical Communication Suite? If so, is the deactivate menu item available in one of the others TCS products (e.g. FrameMaker or Captivate).
I have been using RH7 for quite sometime now. I have the trial version of Captivate running on my computer. I checked the Captivate Help menu and Deactivate option is disabled there (maybe because thats the trial version.) But I dont see the Deactivate button in RH7. I checked with my colleagues and even they don't have it in their copy of Robohelp.
I stand to be corrected on this but I think the ability to Activate/Deactivate/Upate may be dependent upon the privileges in force for your login.
For example, Admin privileges.

I think if you have a volume license you also don't get the Deactivate option.
