Windows Mobile 6.x supports both Flash Lite 2.1 and Flash Lite 3.0.
However, Flash Lite 2.1 was provided as a standalone executable. You can still find it somewhere on the web.
As far as I'm concerned, I've always used this version of Flash on Windows Mobile 5/6.x Pocket PCs and phones.
Whereas Flash Lite 3.0 was provided on-the-air thanks to the abandonned project called Distributable Flash Player for Mobile Devices.
It is no longer available nor supported.

You install it directly on Windows Mobile.
Then you can launch .swf file if it has been compiled in Flash Lite 2.1 format.
