    Can Lightroom 2 do this

      OK I understand that lr2 is non destructive editing.

       

      Here's what I want to do:

      Scan in a drawing with pastel like colors in tiif file format.

      Open the scann drawing in lr2 and crop to certain size and save into a format that is non destructive

      Print to a pro inkjet printer.

          Yes, Lightroom can do what you ask.

           

          You can import the scanned image, crop it to the format your require then print from Lightroom. Alternatively, you can export the cropped file as a new TIFF file then print it from what application you prefer. In both examples the original scanned TIFF will not have had any destructive edits applied to it.

            While I agree that Lightroom can do this ... isn't a $200 piece of software overkill if all you want to do is change the dimensions of your photo? I think it is, and while cheaper alternatives (like the freeware Irfanview) exist which are "destructive", proper use would prevent your original from being changed in any way. Your emphasis on "destructive" vs "non-destructive" could lead you to pay $200 when a free piece of software will do exactly what you want with the exact same quality results.
