You can import the scanned image, crop it to the format your require then print from Lightroom. Alternatively, you can export the cropped file as a new TIFF file then print it from what application you prefer. In both examples the original scanned TIFF will not have had any destructive edits applied to it.

I think it is, and while cheaper alternatives (like the freeware Irfanview) exist which are "destructive", proper use would prevent your original from being changed in any way. Your emphasis on "destructive" vs "non-destructive" could lead you to pay $200 when a free piece of software will do exactly what you want with the exact same quality results.
