Shockwave does not install properly in Explorer 7

When installing Shockwave in Explorer 7, a blank page appears and the installation does not complete.
After installing the software, if you enter the page again, it asks for the plugin again.

But if you restart the computer, then it installs the plugin when you first open the browser.

This is a major problem for my current project, since most clients think that the link is broken (because there is no message saying that they must restart the computer), and they just stop trying to install the plugin after a couple of tries.

This problem is brand new (did not occur until a couple of months ago), and it seems to be exclusive to Explorer 7.

      Please help! Thanks
