when i clicked on the link above, it took me to that thread. however, the answer in that thread is now out-of-date.
at the time i answered that question, there were no shipping products that could send video stream IP multicast packets compatible with Flash Player. however, now (and for many years) Adobe Media Server can send IP multicast packets for video streams, that can be received by Flash Player.
when Flash Player joins a group with peerToPeerDisabled=true, it won't challenge the user with the "Peer Assisted Networking" permission box. this allows you to use the group NetStream APIs to receive a stream via pure IP multicast from a server (such as Adobe Media Server) without the user having to allow "Peer Assisted Networking". that's the only purpose for "peerToPeerDisabled=true".
