If I understand your question correctly, it's not about the video content but about the Flash container in which it's played. The Flash folks will likely know more about that.
But perhaps I misunderstand what you're asking.
As Todd suggested, you can get much more help on that on the Flash forums. The short answer: You need a standard player, but you hide the playback controls by feeding it with proper external parameters (Flashvars) in the HTML code that control what is actualyl visible. For certain scenarios you may also wish to properly embed the FLV video in an SWF file instead of using a streaming player such as is the default e.g. in Dremweaver.
