Download and run the Microsoft Instaler Cleanup Utility, remove all instances of Reader, try again.
I've already done it !
there is no instance of adobe program in the installer cleanup utility and neither on my computer !

Do you have any web browsers running?
I've found the following will cause a Reader 9.3 install to fail:
- a running AcroRd32 process
- a running web browser
Kill any such processes off, then try to (re)install.
unfortunetly no web browser neither acroRd32 process and always the same issue: event ID 11312 "unable to create the folder......." error 1312 source MSI INSTALLER

I had the same problem with a bunch of machines over the last
couple of days. What I found was all the machines that had a prob
lem had ATI Radeon PCIe video cards.
I tried updating ATI drivers and same thing happened.
Then I removed the ATI drivers/card and used the onboard video. Went to adobe.com and installed reader and flash no problem at all.
So if you have an ATI video card try it with a different card (or onboard video if you have it)

I just tried another machine that was failing the installation.
I started it in VGA Mode and closed everything that popped up in the bottom right had corner and it installed fine.
I've done like you said: uninstall my radeon drivers and all the ATI software (my graphic card is a ati radeon mobility 9800). reboot the machine then before reinstalling any driver, I try to install reader 9.3 ...but same issue !
I found in folder windows/system 32 one dll ati2evxx.dll unable to delete. and when i start the computer on a boot CD in order to delete file before windows launching, this file doesn't exist ! With windows in command line I can't delete this file and without windows this file doesn't exist !
And i ve no other video card on my laptop !

did you try it in VGA mode?
use F8 to get into the boot option menu and select VGA mode
yes I ve just tried it in VGA MODE, but the issue is the same!!
I took a look in the event log: the source is the MSiinstaller:
message type error :ID event 11312 :error 1312 unable to create the folder c:/program files/adobe....
then message type information: ID event:1042" end of a transaction from acroread.msi id process 2640"
then two other informations messages from msiinstaller...

Can you create a folder named 'Adobe' in C:\Program Files ?
You find it !!! It was as it said "unable to create the folder adobe" because of a stupid file called adobe of 16Kb in the program's folder and although in document and setting/all users /aplication data but here 18 Kb. But no problem to delete them !
The problem was not my ATI or what ever else it was only a file called abobe in the program files folder !!
I just need to read the message from my computer !!

I had the same problem..
My solution is:
Whenever the setup being interupted (error: the folder already exist), i will search and copy the the whole Reader folder (by default,, i e C:\Program Files\Adobe\Reader 9.0) to temporary place. After canceling the setup, i'll put it back at C:\Program files\Adobe. and associate all .pdf file with C:\Program Files\Adobe\Reader 9.0\Reader\AcroRd32.exe
and yes.. the adobe installer always suck..
