The problem is that the layers are just not right. When you try to hover over the top area, if you hover over it to the left or right it highlights the left or right area rather than the area your cursor is on. This is obviously because each layer is overlapping even though the image of each slice isnt, but I'm not sure how to correct this. I hope I've explained the problem clear enough! I've attached the flash file so you can see the code.
That is because you are using a bitmap which will always have a rectangular hit area. Convert it into a vector graphic by selecting the bitmap inside the movieclip then Modify -> Bitmap -> Trace Bitmap. This will also reduce the size of your fla file since you are eliminating the bitmap graphic. But rememeber to only use Trace Bitmap for less complex images like that bitmap you used as hit area. By the way, instead of importing the bitmap which drastically increases your SWF file size, you can just draw it with vector graphics.
