I don't use Illustrator much but I am right now on a project for work.
In Illustrator the dimensions in pixels are 559x316 which is reasonable for the project I'm working on.
Whether I save it as an .ai or a .psd, when I bring it into Photoshop it says the Image Size is 1165x652.
I don't understand why the dimensions are changing between the two programs. And of course resizing it in PS is unacceptable because it comes out not looking as smooth as it should.
Is this a common problem? How can I resize this thing without doing it in PS and distorting the smoothness?

Try creating a blank Photoshop file that's the correct size in pixels, then placing the Illustrator file as a smart object. I just did this with a quick test file, and it preserved the dimensions of the illustrator file.
The change corresponds roughly to the proportion between 150PPI and 72 PPI; there may be a difference caused by outliying stroke parts if the Illy values are the normal ones (without Edit>Preferences>General> Use Preview Bounds).
But this should not happen. It may be worth trying to Move the folder
