I'm not seeing a named anchor in the HTML body.
Have you tried adding one just below the <body> tag and linking to it?
Then instead of
<td width="60" height="30" align="left" valign="top"><a href="#sallatesttop" use
<td width="60" height="30" align="left" valign="top"><a href="http://www.electronicgraphicsgroup.com/apartments/home.html#top"
using the full url for the named anchor.
Actually, a link like you suggested would normally work, expect the content inside the iFrames is shared between two to three different sections of the site (for different types of pubs), so having the "top" button link to a specific address won't work in this case...
