How is it possible see a page in Design View (incomplete) that is very
different from seeing it in the browser. This one IS complete!

I probably am not understanding the question. If you are building
a page in DW and you want to review what it will look like in
a specific browser you can use the preview option. One method
to preview is with your F11 and F12 keys, another is to use
the little globe icon and select which browser.

You define your browsers and the location to the exe file under
          File | Edit File List

            Url to the uploaded page?

Incomplete display in design view most often happens when there is bad html
syntax. Such as an include being used that contains it's own
            <html><head><body> tags.

Are any html tags highlighted in yellow in design view or code view?

Browsers can render some pretty horrendous html syntax.
Dw can stop displaying in design view because it doesn't just have to render
the html, it has to make sense of it so it knows what would be valid html to
insert where the mouse is. If it can't make sense of it-

It is possible by designing beyond the display capabilities of one's
              editor.

Hard to say without seeing the page.
