I assume that you mean "After Effects CS3". After Effects 3 came out more than a decade ago.
Do you have QuickTime Player installed? After Effects requires QuickTime to be installed to import some file types.
Could you be explicit about exaclty what files you have tried to import? Even giving file names might help. For example, this error has been seen when the characters used in the file name were non-standard characters (e.g., this thread).
When you re-installed Windows, did you also re-install any codecs that you may have previously had on the system?
Yes i mean after effects cs3. I have Quick Time player, but not lastest but now i downloading.. first of all i get this error:

I getting erros on avi and wmv formats i can import jpg, mov, png
When i re-installed windows i was cleaning everything and instaling fresh copy off windows on all times..
I using "K-lite codec pack 5.7.0(standard) maybe i need use another codecs?

Try importing an AVI file that contains video encoded with a standard codec---one that would be installed on a default, clean system. For example, try importing an AVI with No Compression. If that works, then the problem is likely that you don't have the right non-default decoders installed to import your other files; if it doesn't work, then it's a different problem.
I agree with Todd.
There's probably something with the k-lite codec pack that is causing some ruckus.
At first I thought it was your drive path having odd characters, but your screenshot shows the characters as being acceptable.
i just installed ae7 and im getting the same message when i try to import a .mov file, any can help pleas????
Get rid of the K-lite codec pack. It's toxic. It's probably causing all your problems. Use uninstall to get rid of any traces of it.
