We have tested this in the past and the RSLs do get cached even with HTTPS. See https://bugs.adobe.com/jira/browse/SDK-24016
How did you notice that RSLs are downloaded every time? which build of SDK are you using? Also provide details of the environment where you are facing the problem.

I noticed it by using HttpWatch. The RSL's were downloaded every time.
But I have found the cause, that is the SDK compiled with. Used SDK: 184.108.40.20655.
Now I using 3.2, and that is working fine.
But still wondering, why is this SDK giving errors on using RSL's?
I spend to much time to find the problem, because I assumed the SDK is a stable one.

Can you also try with the latest 3.5a SDK build? The build number is 220.127.116.1183
and it can be downloaded from http://opensource.adobe.com/wiki/display/flexsdk/Download+Flex+3
Also provide some more details of the browser/OS that your are using
With SDK 3.5a it works as well. I'll use that now.
Details about the bug, I've tested it with Chrome, Firefox and IE6/7/8 on Windows XP and Vista.
