It's better to make a distinction between security updates which only addresses vulnerability issues such as the recent 9.3.1 and quarterly scheduled patches such as the recent 9.3.
The quarterly patches aren't cumulative. However security patches do get rolled into the next quarterly patch.
Assuming you starting with version 9.0 just now;
So for example 9.1.1 was a security patch, and 9.1.2 was a quarterly. As 9.1.2 contains the security fixes in 9.1.1 you can update as follows:
9.0-->9.1-->9.1.2 skipping 9.1.1
9.1.3 was also a security update, so moving on from there till now:
9.0-->9.1-->9.1.2-->9.2-->9.3 and finally 9.3.1 to be up to date currently.

However some are combined with intended software updates.
PDF is presently the malicious actor's favourite exploitation ploy.
