There are several plug-ins, that have Effects, like "bad video," and then the tons of "old film" Effects. I do not have a specific rec. for you, but Red Giant and Boris probably have similar in various Effects Suites. Lay odds that someone here will give you the name of the Effect and a source, plus a link to the Web site.

I had forgotten about that one! Maybe throw in a bit of Noise too, and things might, well, look "bad."
I'm usually faced with going the other direction - the client hands me bad VHS tape and wants it to look good!
I seldom think much about making it look bad, but can imagine a lot of artistic, story-telling uses for that Effect.

I ended up doing the bend effect in the distortion folder, adding noise, and making it b&W.
