By that I mean 2 things. In GL you can build your template, create pages from the template, and then make universal changes by changing the template (as long as the particular changes are not in editable template regions). Does DW offer some version of that?
Secondly, in GoLive you can designate "editable template regions" so that clients, using Contribute or similar products, can come in and make text changes, etc. without inadvertently damaging the page structure. Does DW offer that?
Finally, can you designate Divs as editable template regions? In GL it's easy to select table cells and make them template regions - I can't figure out how to do it if the layout is all CSS.
Yes, yes and yes. Although I don't use Contribute myself, I know you can insert includes or Contribute specific tags into the page areas that will be editable.
