Using Captivate 3, recording at full screen due to application size. I've added the superslim playbar, but when I publish to a standalone exe the playbar doesn't show up. Is that because of the full screen recording?

Try turning off Borders and the paybar should move up and cover part of the bottom of the recording.
Project > Skin Editor > Borders tab

You're correct, to some degree... When you say you're recording at "full screen" that's only telling part of the story. What is the screen resolution on the machine that you're recording? If it's say, 1024X768, and you're playing back on a machine that's also set to 1024X768, then you're correct and that's why you can't see the playbar at the bottom, there's no more room for it to display as your slides are the same size as the monitors full screen setting.
I would suggest using Captivates Application Recording mode and selecting 1014X723 Flash Player option. This will capture your full screen (assuming this example and your machine is in fact set at 1024X768) less a bit of space at the bottom and sides to accomidate showing the Flash Player.
One last thing, I've tested this and found that you also need to choose the full screen option in publishing, shown below:
This combination seems to accomplish what you're looking for.
