I had the same problem and recompiled the application with the flag -use-network=false and it worked.
If you have Flex Builder, click on Project then Properties and in the Flex Compiler section add the flag mentioned above where it says Additional compiler arguments.

but can you access resource both on local disk and remote? I have a standalone swf that I can email to users but with -use-network=false it wont let me use the resource from the network. Did you run into anything similar?
No. If your swf is delivered via browser, then you must choose.
If you can require your users to take an action, then you can have them mark the swf as "trusted".

If the app is hosted in AIR, it can access both local and network resources.
