I get this too - incredibly frustrating!
Sometimes it takes about 1-2 minutes to get past this, sometimes it takes 20 minutes or so and still hasn't finished preparing transcode settings.
I've found that closing the app and re-starting sometimes works.
I'm also having major problems with subtitles not being updated although the preview shows them fine
For the subtitle fix, select all the subtitles in your subtitle track,
change the kerning for the font, then undo. Save your project and the
updated subtitles should show up when the project is built.
Yeah, My Encore from CS4 is also doing this. It just won't open a project that I desperately need. I have just reformatted my entire computer, and reinstalled CS4, microsoft office, and no other significant new programs. My computer is as new with 8GB of RAM, Windows 7 64 Bit, and a large hard drive, and the program still doesn't work! Very fraustrating!
There is an issue with Encore CS4 on windows 7.
Encore CS4 installs pxhelp drivers, which are not compatible with windows7.

I think this is not really an Win version issue. I am using XP SP3 and this too is happening to me.
I have already downloaded and installed the latest roxio component (pxengine) but there seems to be no change. The problem is still coming back.
