Very easy - you first need to add a "Named Anchor" - this is inserted at the point you want your link to "jump to". Add this either under the top menu under "Insert > Named anchor" or from the tool icons (select the one that looks like a boat anchor). It will open a dialog box where you give it a web-safe name of your choice (no spaces or special characters).
Then select the text or button you'd like to use as the link to your anchor, and in the properties panel in the "Link" field enter the "pound" sign + the name you assigned the anchor point (e.g. #textbox) and voila, test your page and the link should work...

I think you want named anchors.
First, insert named anchor points next to your HTML content. In DW, look for the Anchor Icon on your toolbar.
