there is a way
you must have acrobat pdf application to make pdf from file (either image or word doc), after making pdf, just upload it on server. then link it. from you text
if you want you users will read you pdf online, then your user must have acrobat or adobe reader pdf install in their pc.
or they will be asked to download pdf file into their pc
If you have the fullscale version of Acrobat Professional, just print from Word to PDF and Acrobat will take care of the rest.
If you don't have the full scale version of Acrobat, there are other PDF conversion tools you can use. Do a Google Search for Doc to PDF converter.
Save your newly created PDF to a folder in your DW local site. I usually put mine in a Media folder.
Add a link from your web page to filename.pdf. Put page and PDF to server and you're done. Additionally, I find it helpful when web designers tell me the link is to a PDF and how big it is in case I need to close other applications to view it. eg: Link (PDF 400kb).

First you need to install a means of printing to pdf from word. I like cutepdf writer ( http://cutepdf.com/Products/CutePDF/writer.asp ). Once installed you will print the doc in word and under the printer selection you choose pdf.
Once you have the file you put it in your local site folders and upload it using Dreamweaver. Be sure to link to it from a page so users can get to it and I would recommend giving the link a target of _black so it will open in a new window (see the properties inspector in DW).
