Ideally I'd like to create three more ap divs, each containing one of my three new buttons, all of which are hidden until the first button is clicked.
Wouldn't it be simpler to use a flyout or drop-down menu?

You can insert a Spry Menu Bar Widget in DW to achieve a similar effect.
It would programmatically add the extra menu items instead of hiding them. The article above discusses how to configure it in DW.
I have a website on which I am using ap divs in which I have a rollover button.
What I'd like to happen is that when the user clicks on this button, a further three buttons are revealed. They are hidden before this button is clicked.
I know virtually nothing about coding and have created my site entirely in design view.

For you it will be easier to use the show-hide elements feature in Dreamweaver.
First you need to hide the three buttons that you want revealed when the user clicks your visible one.
I'm assuming that the three buttons are in their own individual ap divs and that each ap div has its own unique id (identity) associated with it. If you don't give them an id then Dreamweaver will automatically do it and name them apDiv1, apDiv2, apDiv3 etc etc like below:
Click on the boundary line of the first ap div that you want to hide from view. Go to the properties inspector>Windows>Properties and choose from the 'Vis' drop menu item 'hidden'.
Repeat the same procedure for the other two ap divs you want to hide. You should see that they have now disappeared from view in Dreamweavers design view.
Next select the button that will be used to show the hidden ap divs when clicked and go Window>scroll down to Behaviours. Click on the little + icon in the menu that is presented and select 'show-hide elements' from the list. You'll be presented with a list of all your ap divs on the page. Select the ones you want to show indiviually and click the 'show' button then press 'ok'
By default the action should be set to onclick. Now when you click on the button when the page is viewed via a browser your other buttons should appear.
