each card has nested objects that when you seem to hit makes the symbol jump back or forth on the time line.
What you are seeing is the affect of having a mouseover interupted by a mouseout (and vice versa), likely due to something inside the objects interfering. This often happens when you have selectable text in an object, though I don't see that being the case in each instance here.
What you might try doing is to set the mouseChildren property to false for each of the buttons and see if that makes a difference.

You also might try changing the events to ROLL_OVER and ROLL_OUT. The MOUSE_OVER and MOUSE_OUT can trigger other issues at times, though I don't see it applying in your case directly.
